Back again with more problems haha. So it turns out that my retrgeted animations only work on costumes that don't have a Bip01 Footsteps bone in their armature. Weird thing is that I'm using Phantom Suit Joker for my retargeting but that outfit doesn't work because of the presence of said bone. If I retarget on a costume that doesn't have the bone like the Summer Uniform, then all the costumes rotate into the ground. Thought I fixed the problem before but maybe I didn't apply Keyframes properly? Basically I retarget the animation, then bake the animation so it doesn't turn into a ball in GFDStudio, Go back to Layout and put a keyframe at the start and end of the animation then export the gap.

and bake with this
should just work
this is bruteforcing it lol
and by all bones i mean all of them, not just Bip01 ones
this will increase the gap size but that's not an issue on pc
(can keep overwrite current action, it's not marked on screenshot cuz it's already enabled)
Unfortunately this didn't work I tried about 10 times haha
