#How do I activate .txt cheats? (specifically 60 FPS)

Do I need to unpack CPK or HEX-edit it, or something? Or do I have to install some libs for Yuzu so that it would work?
It looks like a pack, but right now I just need '60 FPS' cheat from there. What do I do to make it work?
(Nothing changes if I toggle it. I also tried someone's .txt with similar name that contained only 60 FPS paragraph in it and following HEX-codes, but it didn't work this way either)

The only thing that my CPK does is a russian localisation and Japanese-version-like font. Previously, nothing changed even with this thing being off
