Download P5R Custom Bonus Tweaks from GameBanana same as any other mod. That's just the package ID iirc
The message is telling you that you need it as a dependency for some other mod you have installed

right, im trying to figure out how to know which mod it is asking for since i disabled all the new mods and it still didnt work, which made me think an old mod got updated or something along those lines
even when i disabled every mod it still gave me that error message

Whether a mod is enabled or disabled won't affect it I think. If the mod that requires the dependency is installed, it'll show the message

I'm away from my PC (and the country) ATM so can't check, but there should be an XML/config file in the root folder of each mod. It'll say dependencies in there
