That's a misconception
1: 13 is only the federal minimum for the age of consent, most prefectures set it higher (Tokyo sets it at 18)
2: Age of consent is not the same as age of majority, and depending on the situation if an adult gets with a minor there could be serious legal consequences (in 2016 when P5 takes place the age of majority in Japan was 20, as of April 2022 it was lowered to 18)
