If you are looking for God Powers out of a teir two book, that's kinda hard
When in doubt, 
is decent enough, if you want something a little more interesting 
is good, useful effects like

to lower its movement to make hitting it easier.
If you want something silly you could do 
and because it is undead it would take damage, but that's just less mana efficient
But either way, I think that MaskedGamer and Squirrelly Redbuncle have the right idea, with a tier two book you are not a god yet, you can't make some insane stuff, but tier two also has a lot of good stuff in utility

It's all good! I understand wanting the best spell to beat what is arguably a really hard boss, but your best best is to just experiment and try things out, even if it's in a creative test world

Healing magic on undead causes at least twice the damage, so if you max out Project, Healing, and Amplify, just put it on the turret and you're good to go – 5 spells and one-shot kill on the Wither boss. Or you can make that spell last longer, so it costs a little less, or just use Project and Healing with Amplify maxed out, using the player's mana, haha.
