Could probably apply iframe bypasses on them and spam fang, but I don't know how that works and it might be overkill.
Although, I do know you'd have to use a T3 lingering type spell like wall or linger with accelerate onto them.
You could also do lightning after the fang

...but no, it wouldn't affect spell damage. that debuff only reduces the damage you deal, not the damage mobs receive
even though a spell is attributed to you, you as the caster don't have anything to do with its damage other than the equipment you're wearing, which is separate from you
