From a technical standpoint, allowing people to join different alliance rallies in the same state would require an overhaul to the game mechanics, and I do not expect the development team to do so just for this event.
On the other hand, from a macro perspective, there would be a strong incentive to join top-tier alliances with multiple strong players, which would create a population drain in states that do not have such alliances.
I hope this does not become a Pandora's box that will shorten the life of this game.

Top 10 in might in each state vote for time slot. They have up to 3 slots they can pick
The first event is 29 states - I am assuming the 3 slots of time is to distribute the players evenly through the slots.
The leads of occupy get the points, not the reins. However it appears there are titles/boxes awarded to players similar to Wasteland King

Rewards seem subpar based on the amount of work that players will need to make it through the event and since there are very limited amount of rewards/seats at the feast…. Some are skeptical on how good this event really is.

Some are also considering just seeing how this round goes before committing to the event.

This was a follow up to my question from before. I posted that screenshot. The two things combined I would think make it pretty clear. I will fully acknowledge with the language barrier the answer still isn’t quite right, but with my two parts that is what their answer would mean.

And they show the match up for Renowned Leader already so I am not sure the two levels are interrelated

It the renowned ruler matchup is based on all the states listed in born leader. So… whom ever wins born leader from the list shown on the renowned will fight it out for the renowned level

Just an FYI you don't have to select 3 it's just up to 3. You can all select one only if you want. As for the number of states in your bracket it's not just '29' there is some variance. There are 32 in mine for instance

Considering the ‘scramble’ research isn’t unlocked until hq 31, I’d say you are 100% accurate on t10 being needed to advance at all.
And, most likely, t12 will be the eventual winners.

This is the way I understand it at this time as well.
This is a State vs State event. Your ally is your state.

If it were alliance based then all the matchups would be useless, plus the fact that it’s top ten OF state voting - not individuals from top ten alliances WITHIN the state. It’s a conquest event - which reads total rule. That and the fact that anyone under T10 is basically useless is all pretty clear indication towards statewide tournament style event.
If you review the other game that has this event it is 100% based on the state not the alliance.

I am not even attempting it. As a player with T10 there is little to gain and more to lose. But of all the things I assume, it would not make one iota of sense to word it the way they’ve done and then suddenly declare it an alliance event. It would change the entire scope of the event and the planning.

Think of like Wasteland King, also a state v state event. What happens when an ally from state (in a different alliance) attacks the hub or turret? Same rules will apply.

The event is clearly based on the state to work as one.
If it were Alliance based there would be massive scope changes. The battle layout is on state alone. That one point is made crystal clear. If it were alliance contest as well then the vote of top ten from state would be heavily out of balance. They would then take a vote of top player from top alliance. That is not the case. They took top from the state. There are many states where top ten would be from one sole alliance.

There are literally zero references anywhere within the rules/requirements for alliance. Only state. The word ally is used with intention.

that makes sense as to why - i guess the very strong suggestion is that you first try and assign time slots state by state so at least people can have a decent run at it. Dependant on the state having the strongest few players being able to be a part of it is the difference between a complete disaster and at least being able to have some fun. Picking times that cant work just makes it frustrating and a negative rather than "yay we have new content to take our money"
