Open is not the same as open to all people. States "open" for immigration after like the 2nd WK. 1128 is "open"

My guess is states eligible for Conquest will be (approximately) S1-1090

If you contact CS about it, it helps if you have SS of the last couple transactions; that's how they found one of mine. It took a while because I couldn't find the SS at first. It said it was bound to VK but one day when I was switching accounts, it wouldn't go.
