We've actually talked about a scenario where we staff hub with t1s initially. We're a small state, if someone is big enough to take us cough blue cough they will but we are crafty when fighting back as long as we aren't facing complete monsters... if we don't lose mass troops in a blink at start we can regroup more effectively after we deploy bag of tricks. It's just a hypothetical still though.

Yes - there is a limit, and even if you don't participate and the alliance you're in runs it, you have a 72 hour cool down until you can participate again.
