So if you lock on rider attack. It will only populate more rider attack with it being a chance of going to 5*

It's JTizzleCake's long held belief that Riders stats > generic Troop stats. So Rider DEF and Rider HP Obsidian offers are better than Troop DEF an Troop HP that Kajisha offers. However, the game keeps updating, so maybe at some point Rider stats are the same as generic Troop stats.

Resume Journey should give a 1-time option for a few days to immigrate for free to an open state of your choosing. That's how it worked a couple years ago if you stayed logged off for 2 or 3 months or so.
