Oh those ones. Yes, they give you a bit of discount costage for some purposes of building or researching. If you’re game to spend however, you could also buy gears for build or researching to get some good discounted boosts

It takes a bit of patience to build up your heroes in game. Just do your normal thing. And you have a choice to buy the building gear also. My building and research gears are super basic but I don’t mind

There is no right or wrong evolving the tech tree imo. For me, I focused on millitary tree first then economy then development. At the end of all that, they will all come together. It takes time.
