In 307 we pushed someone way too fast so we could raise the gate and get peoples mains moved in. Then they changed immigration to those ridiculous amounts and people got stuck

as far as you want. when you click on a state that you wanna fly into it would give you a warning text when you can't fly into a state

it's mostly judt about account age. so you will be fine if you look for a new state in the channels

Imo save the refiners you get from feasts and solely use them on glory until feasts start to roll around again. This way you can still upgrade your glory refinement as soon as you can without worrying about refiners for quite some time.
