Couple of important bits. Try to enhance chips, mods, and cubes evenly. Promote those evenly as well. Cubes don't focus on focus atk, but just enhance and promote evenly. Cubes without focus attack will have troop attack.

There is no right/wrong option.

Having more players equal/stronger than you will typically generate more growth for you, but could be boring.

Being the big in an alliance can be a lot of pressure but could be a good leadership opportunity if you want it and can help others grow

Don't start in an old state. Start in a new state, get all the benefits of the new state events. Grow at a reasonable pace and then move when you hit HQ 15. All my opinion
