Yes, you have to hit every reward slot in each tier before the next tier is unlocked. Then once tier 4 is unlocked, you have a 0.4% chance to hit the jackpot. The jackpot is also guaranteed after 300 shovels used once tier 4 has been unlocked.

This version is slightly harder but unless you're insanely unlucky, you should hit the jackpot within 600 shovels.

It depends on your situation and how many marches you are wiling to lose in WK/Zenith War. I maxed bootcamps, steel, and gas. With 6 infirms that should be kept at highest level. Make more infirms as needed.
