Doing upgrades? Whenever you have the material already open.
In terms of opening, ace is best for modifiers because enhance and promote material are worth half what they are during Gear/Module/Chip/Cube days.

his gear mods are more focused specifically to troop atk, rider atk and rally atk so that may make that difference

he’s done slightly more work on bioenhancer modification too

I usually wait till you see reds popping up in state chat aswell. Seems to be the thing for getting apex. If you see only yellow coming out then it’s even rarer to get red ones
