eligibility is dependent on another SVS event called wasteland king (WK) which is the SVS version of zenith. States are split into different brackets based on their scores, which is impacted by what they did during WK. to my knowledge state are matched based on their scores.
For VC, there really isn't a "win", but more so you just go to the states that are connected to yours and burn them to get resources. They can also do the exact same to your states

Right now the leader of the second top alliance is getting what she calls a dome ready for SVS. She is having people donate in a small alliance so we can open as many spots as we can to use that alliance during the SVS

yes, this is a good idea. Its basically a state alliance so the strongest players can enter it more conveniently instead of juggling around players in the strongest alliance
