Had one alliance run by a player with very little experience prioritize rally size over atk, to the point where a tower captain had maybe 300k more size than the next person but 1.5k less attack. Granted, you also need enough to not have the same 3 people doing it each week lol.

Least you don't need to get formations as a fighter. Personally, I'd recommend you get the t10 first at least, then promote all your t9 before making any new t10s. Get t10s, next module slot, and get research station up fot the next batch of military.
