I think your idea can still work. You don't need farms to occupy the entire map. Just enough. Stationed troops can take care of the rest and recalled to base when the event is over to let lairs and w/e event spawn.

It's the first thing you learn about loops, add a break condition. Anytime I see a "while (true)" - I add a comment, "you should probably rethink this".
