The ROI might not be high, but for bigger players it gives them something to work on. We can get lucky and get one here and there while they work on maxxing them

As new things are added, other items become easier to get. P2s are becoming more abundant as are P3s slowly. Thats why newer players progress so fast compared to when older players started
