There's no way you'll spend more than 2:3 (the normal price). Even if you get unlucky, you should be able to get them at 1:1 or better from minigames. I can usually get them at 2:1 or 3:2 with minimal effort.

For old beach tiles I could get the full 120 coins for like $50-75 worth of boosters.
I don't remember what new beach tiles was like but you get less coins at about the same rate.
