Problem is I either need to defend my alliance or I hunt for too long and a high level gets me

Gathering rank means nothing.
It only counts the raw number of resources gathered. 1 food counts for 1 point and so does 1 gas, even though it takes roughly 20× longer to gather 1 gas than food.

That's my strategy, I always go to the biggest state because it's less likely the bigs will be there. Always scared of state defenders though lol.
