The short version of the story is there were pirates , then some bigs flew in to drive the pirates out, but in the meantime everyone else left too. So the state is pretty empty except for one team which has been building up and recruiting bigs in order to revitalize the state.

It's the only state I've seen with all top 10 naked might in one alliance.
