I don't think this is true, I've tested with lower level chips and it's the same cost to get to 16 if you upgrade on 15 or 14

So what I mean is, it’s not the actual cost, but rather the length of time to max. I misspoke. enhancements I would max before promoting because you’re just setting yourself further back and thus it’s costing more time to get toward the max. It’s not cost effective time wise or percentage wise to promote a chip that is that low on the next level. +35 first. Then you’re closer to +40.

It’s a game of fighting. This is one of the events where people fight. If you don’t like being attacked, bubble and gather away from the middle. It’s what I did until I was big enough to slowly move more inward. I hung out by the level 2 mines for a very long time. You can use the defeats as a chance to learn how to improve, or let them keep you down.
