i’d say that troop atk and march size are probably your biggest setbacks right now, and limiting yourself to not having cubes and limited ability to increase module refinement, troop stats are gonna be tough to increase

Fighter ATK is too low (ratio wise) compared to your Troop ATK, it suggests you're not being efficient with your material usage.

I think it's more that my troop atk is higher than normal. More than half of that troop atk is from weapon boosts. My gear enhancement may be a bit lower than it should be (8-star +26 each) but my cubes are 2x 8-star +23 and 1x 7-star +22.
The cubes were slightly more efficient overall, but 9-star fighter gear is slightly more efficient atk-wise. I chose the cubes. Based on my p1 acquisition between the two, the chest gear is going up to 9-star before the last cube goes up to 8-star.

For Ironclaw, I usually wait for Doomfest and such to double down on his frags. Lee frags only appear every so often so to hoard items and acquire him via that way will take absolutely forever. Even out your spending if you want to so it isn't a huge chunk all at once.

Focusing on being good in nuka by staying low hq means you'll loose constantly in Arenas, VC, pit, lots of other places. Doesn't make sense to me, but everyone can do whatever they want

Simple, some states have rules for WK - T10+ in Hub. And even against P2Ws there are tactics to make their life miserable. Park too close to an alliance, and tear down an outpost, place a new outpost to put them in a new territory and relocate them at the 7th hour. This won't work against a Kuma, but more than likely you're not fighting a Kuma that often.

The trick for that one is just parking further away outside of the lines. People who want to take a state don't really care about speeding up a March to get to where it needs to go

And making sure that your entire group isn't parked in the same alliance

Yes, I've had to experiment with it to see how far they can move their outpost. About 6 bases away should be safe. Unless they tear down 3 outposts - then at that point, they can have the relocate.

As I already mentioned, tactics like these don't work with maxed out players. If a state is constantly facing maxed out players without having any of their own, it's either bad luck or time to drop down a tier. There are tactics to the game, even if you are maxed out (.e.g SAG's bad performance for Iconic) - whether people take the time to learn them or not is a different story.
