The last deminimus exemptions was only for China. The shippers found a loop hole by forwarding shipments to Macau. The new deminimus exemptions coming this week apply to all countries effectively shutting down this loophole. Maybe the shippers will find a new method or custom border's just don't care. with 3c or any cpu management app, you can manually dial in danger levels and throttling, but at that point, you're playing at like a consistent 1.5-1.7ghz per core
