I dont use VPN and Steam is runnning with max. possible rate

It is only in the headwind and FBW-installers.

that is because you provider obviously has a slow connection to our CDN - therefore test the VPN so that a different CDN server is chosen. Otherwise there is nothing we can do - I have full speed here in Germany.
