When I give myself any item (for example the Firestorm, using with spectral arrows) and use it the special effects/powe rups do not work. I'm not sure what I'm doing wrong or what could possibly be causing this.

is it all items, or just firestorm? also, is this a server or singleplayer? what other things do you have installed?

Its a server w/ geyser however i also tested on single player with the same datapacks and it didnt work either, all items as far as im aware
