are you resetting the entire world, or just the nether?

I tried deleting all dimensions including the nether, so yes

did you touch your level.dat in the world folder? that is where the seed is stored

it's simply where the seed is stored. if you want to reset your world, you also need to delete that file

server.properties just tells the game what seed to use when it first starts up
