I've tried Spigot and paper to load this plugin but it keeps telling me

You downloaded the mod version, likely from Curseforge or Modrinth. You cannot load the mod as a plugin. Instead, you should download the datapack version and install it like a datapack. You can find the links to download the datapack in #1087096245228679330
