its allowed, yes, however, since the 2nd group has less time to accept, if they cant make it because of it, its on the host and they can report it.

Also, some people host using two accounts, so they’ll tell you to add their friends code instead of theirs. If they’re on site at the raid, that means you can get 12 people in a raid. Makes them fast and easy, especially if someone has a low level account (so they don’t have so many fainted)
