Do you mean the game one? If so, it probably meant max 10 people can join by remote invites. But another 10 people can join the raid if they are near the gym. That will be the reason.

My bf and i are both right next to a gym that had tornadus so we both used regular raid passes and each invited 5 ppl, so there should have been 12 in total, however we both had ppl in our lobby chat say they could not join bc lobby was full and i felt so bad i thought that was something we could do bc i was in a tornadus with 12 this morning, but ours just capped at 10 for some reason. We only had 10 in total counting ourselves and it wouldnt let anyone else join.

Honestly i dont have a fix for it. If all other acc info is up to date and you are running on decent internet/wifi/data, it should send. But important to note when the raid channels are filled with users attempting to host on top of each other, it's best to skip it and save a remote to join someone else. Its gonna be like that for so many bosses this month.
