make two instances, one with one modpack and one with the other modpack. Then go to file location (in file explorer, if windows) of your instance, which you want to combine and find the mods folder. Go to your second instance and find the mods folder as well. Copy the mods from the second instance from the mods folder, and paste it in the first instance's mod folder. If you want to do the same with config, or resource packs, its the same way just different file names
