A mod that allow me to create custom loot chests

I am working on an ocean survival modpack, and I want a mod that can allow me to make custom generated loot chests, but I cannot find an appropiate mod that can do it ?

This should be doable directly with use of just a datapack, try Googling info on datapacks editing loot tables
