I got this error too a lot of the time, it only happened in the end for me, after updating to 1.21.11 seemed to help

Actually, I'm using Neoforge 1.21.1, not 1.21.11.

JEI seems to be having issues loading recipes from Iron's Spell 'n Spellbooks. So try removing Spell 'n Spellbooks
