#Any known culprits for "Cannot get config value before config is loaded"?

Trying to avoid jumping to doing ye olde binary search. I saw something claim "check that all your create addons are updated", and I'm still getting the error on startup after limiting myself to only ones listed in the "has updated" document they have over there.
