except if you're using the launcher then probably launcher issues (possibly combined with regional)

While Modrinth is down. You can use other Minecraft resource listing websites, such as:

Curseforge: here, you can find Minecraft mods, shaderpacks and resource packs.
SpigotMC: here, you can find the OG spigot plugins.
Hangar: here, you can find the modern Paper plugins.
