modpack will run with Paper, but not Neoforge

i put together a modpack to run with Neoforge using a modrinth server i bought, but every time i have tried to run the server i get a "code 1" and the server just stops running. After some troubleshooting i found that the server starts just fine with Paper, but i cant join the server becuse the mods are for Neoforge. im getting tired of the errors, and i would really appreciate some help with troubleshooting.

You don’t use mods with paper

I dont want too, im trying to use Neoforge, but the server ONLY starts with Paper lol

Is there not an option to change it?

Yes, i have it set to use Neoforge, because my mods are for Neoforge, but the server does not want to start using Neoforge
