Forge keeps having issues with mods sticking around after being deleted

make sure there's no trace of the mod in the mods folder (and make sure you have hidden files set to visible in File Explorer)

Steam 'n' Rails works if you use the latest alpha version (v1.6.13), and Big Cannons should work now that Extended Cogwheels is gone

but Dynamic Lights seems to be abandoned
