I think that's the problem: "immersive_optimization" contains invalid entries in its mod json:
- Unsupported root entry "modmenu" at line 23 column 12 I would disable the mod immersive_optimization and try again

You need to investigate which mods are server and client sided.
Usually you can find that information in the mod page.
Once you know which mods are client side, you can erase them from the server.
