What are your pc's specs?
It could be that the memory is simply slower/older, so it won't perform like that. Though, given the smoother fps, I doubt it.
It also could be your world renderer or something else running on the desktop. I feel like I recognize that world generation and I recall it being particularly slow?
The amount of RAM allocated to the server stops having appreciable, short-term gains in performance at a certain point; so, you could be CPU-limited (especially with Minecrafts large lack of multithreading)
