I need 2 rednder chunks, the server has a minimum of 4.

The only thing I've come up with is to restrict just access to graphics settings through the menu editor.

why do u need 2 render distance to begin

I believe there are fog mods that can be configured to make fog at render distance 2

I have tried all mods on 1.21.1 and 1.21.4. I do not consider lower versions

If fog is thick enough, you visually cant see past render distnace 2 :P

Yes, but it's relative to the render distance. Plus the player will see silhouettes in the fog, which I don't want.
