я использивал тлаунчер и там делал сборку потом я ее хотел перекинуть ее в modricth скачал prism и там переделал файл

you are probably including the versions or jars that weren't published on modrinth. some modders provide different jars for curseforge and modrinth, for whatever reason, and only the latter can be included without requiring a permission

I mean, just replace these mods with versions published on modrinth, if there are such versions. for non-modrinth mods you need permissions. some mods you will not be able to get permissions at all (all FTB mods), for others usually asking the mod creator directly and then sending a screenshot of their affirmative response to the moderation thread on the site is enough
