The skill_mender skill does not appear to grant any repairs.
According to the skill description, it should have a small chance to repair the durability of worn armor or held tools with the Mending enchantment when gaining stat XP.
However, none of my armor pieces were repaired despite gaining multiple instances of XP.
Is this a bug?

Are you sure no durability was increased given that it is a low chance? Try setting the base_value in abilities.yml to a high value so it is a guaranteed chance. Also since you are gaining around 2 XP you will only repair one durability, so unless your tool has unbreaking the durability will stay the same not decrease. I could not reproduce this issue, it works normally for me.
