yeah, you need a different server type
if I see that correctly, your java is the basic vanilla server jar which does nothing except providing a server
if you want to use plugins, use the link from @ Erik

swap out your server jar and just use the paper jar
make sure to edit your bat file

so ''minecraft-server.1.21.5.jar needs to be changed with paper and bat file updated to tzhe name of paper
