When I give a player a health boost effect, instead of their health being added, that player takes damage and no health is added.

I believe this is a known issue. If you need to increase max health you can use the built in auraskills health modifier with /sk modifier add

are you sure the hp number on the action bar is actually going down? it could be just because of health scaling, which is normal. Try setting health_scaling in stats.yml to false. And send a video after if you can because im not exactly sure what you mean by taking damage
