Item and Armor Multipliers

I created an item that gives more XP using /sk item/armor multiplier

However, only players with OP are able to earn more XP with items, what permissions should I add for players?

all players should be able to use item already created multipliers by default, there isn't a permission for it

Another question, people who have already managed to reach the maximum level in some skills are complaining that they are slowly losing levels, is there any configuration for this?
