hei so i used other plugins to set the caught fish to player head

  fishing:

      player_head: 15000.0``` im using this didn't work can someone help me ?

If you use the AureliumSkills loot tables to give the player head, then you can specify an xp value in it to give Fishing XP: https://wiki.aurelium.dev/skills/config/loot
