I'm assuming it's a creative design choice that isn't based too much in real logic, but more to constrain the model so it doesn't clip through so much terrain and trees when backing up, turning, or attacking. It could also be a design choice to balance its attack range. Those would be my guesses

This suggests (to me) that bases, or at least certain sections of the map, will be loaded in as you move into them. This could also just mean that the build data for each section of the map is stored in the cloud, so you only have to load the positional data for stuff in your chunk, and as you move into other chunks it unloads the previous and loads the new.

As far as the current state of Arat, we have "a mysterious, chaotic world where native flora and fauna are being overrun by invasive primeval creatures from an extinct Earth!"
This leads me to believe that most of the truly aggressive creatures will be from Earth, and the environmental hazards will be the dangers native to Arat. Two worlds dangers for the price of one 😉 Honestly I feel bad for the Arati, the native sentients. But like was previously mentioned, there will definitely be more regional creatures from Arat in later DLCs, as humanity spreads to new regions.

Once the games framework is established with some familiar (yet evolved and functionally different) faces in a new world, they'll start introducing new and more crazy creatures that change the game, continue to progress the story, and continue to evolve Ark as we know it.
