it has to do with the difficulty level the server is set to. dino levels range from 1 to 30, multiplied by whatever the difficulty number is (not to be confused with the sliding bar in singleplayer). difficulty 5 is the official default, meaning that the maximum wild level is 150.

this doesn't account for a few exceptions, such as jerboas/leeds/deathworms, which are always level 1, cave creatures/boss minions, which are usually untameable (some are, though this is unintended), and TEK variant dinos, which spawn 1 difficulty level over (i.e. max level 180, tek dinos spawn in increments of 6).
