The trick is to not look. When you start looking for something you only find lowlevels but when you don't you find high levels

The way I handle that is I try to look for one, and then when I feel I've searched long and hard enough to have "earned" it if I don't find one, I just spawn in a wild max level. Still gotta trap and tame it, so it's just as if you really stumbled upon one
